Technology, Open Standards and Open Knowledge

Open
technology and open standards play inevitable role in todayfs growth of
ICT-based education. Open technology and open standards are not just technical
components but provide an open infrastructure to share open knowledge to evolve
technology enhanced education. Based on this point of view, this workshop will
provide an opportunity to share information on the cutting edge activities such
as R&D towards open technology and standards, open system implementation
based on the open standards, application and practice of open knowledge sharing
on open technology-based platforms, open knowledge exchange between e-learning
and neighboring field such as e-Books, games, digital libraries, knowledge
management, human resource development, and informal learning based on the open
technology and standards.
The
scope of the workshop will cover but will not be limited to:
l Novel R&D activities
and standards towards games, simulations, etc.
l E-Learning system
architecture, framework, platforms and tools based on standards,
l Content repositories and
open content,
l Standards and various
e-learning paradigms including collaborative learning, scenario-based learning,
etc.
l Technologies to enhance
open knowledge sharing such as ontologies, knowledge management tools, Web2.0
technology, etc.
l Practice of open knowledge
sharing and knowledge management in open community,
l Integration or
collaboration of e-Learning and neighboring field such as e-books, games,
digital libraries, knowledge management, human resource development, etc.
l Issues relevant to
e-learning standards such as quality assurance, accessibility, privacy,
intellectual property rights, human-centered system design, etc.
l Format
of the workshop papers should follow the format of the conference papers.

l Accepted workshop papers
will be put into a consolidated ICCE 2010 Workshop Proceedings and published on
Web in the same way with main conference proceedings.
All
workshop participants are required to register for the main conference.
Each
paper has to be presented by at least one presenter with paid registration to
the conference.
There
will be no additional workshop fee.
Participants
are advised to make registration by the main conference early bird registration
deadline.

Dr. Kiyoshi Nakabayashi is a professor of Faculty
of information and Computer Science, Chiba Institute of Technology. Before the
current position, he worked for Nippon Telegraph and Telephone where he has
been involved in research and development of e-learning service system and the
Open University of Japan where he has been involved in dissemination of
e-learning technology. He has also worked in the field of e-learning technology
standardization serving as the ISO/IEC JTC1 SC36 (Sub-committee for Information
Technology for Learning, Education and Training)
Dr.
Dr. Klett was a visiting scientist at the Institute for Computer-Supported New
Media, Graz University of Technology, and is now invited as visiting lecturer
at many European universities. She actively works in standardization bodies
such as the IEEE Learning Technology Standards Committee, the IEEE Standards
Association, the Advanced Distributed Learning Initiative, the Learning
Education and Training Systems Interoperability Association, and the ISO SC36
for learning, education and training, and the ongoing ISO SC38 for web
services.
Dr.
Klett chairs committees on the IEEE Educational Activities Board and the IEEE
Computer Society MGA Board as well as the German Chapter of the IEEE Education
Society.
Dr. Maggie M. Wang is an Assistant Professor
in the Faculty of Education, The University of Hong Kong. She received her
Ph.D. in Information Systems from City University of Hong Kong in 2005. Her
current research interests are in the areas of e-learning, Web-based training,
knowledge management, business process management, and agent-based computing.
Her recent publications have appeared or will appear in IEEE Transactions on
Education, Information & Management, Expert Systems with Applications,
Engineering Applications of Artificial Intelligence, Educational Technology
& Society, Journal of Knowledge Management, Information Systems Frontiers,
and Knowledge-based Systems. She is the Editor-in-Chief of Knowledge Management
& E-Learning: an International Journal (KM&EL), and serves on the
Editorial Board of several international journals. She has also served as Chair
and program committee member for a number of conferences.
